What is the point of creating some laws that are then never actively persued?

The police either say they have no time to follow them up or that the amount of paperwork required far outweighs the actual crime.

However, these laws were introduced for a reason. Even if it was only to stop people from being mildly offended, they went through a long & time-consuming process of Government before they became law.

So why aren't they enforced?

Examples:
Cycling on pavement;
Littering;
Speaking on [non hands-free] mobile phones when driving;
